Netherlands: no motorway toll for cars. Westerscheldetunnel free for cars since end-2024 (buses/trucks €18.20-25.00). Two car tolls remain: Kiltunnel €2.00 (€1.45 Telecard) and the new Blankenburgtunnel A24 €1.57, paid via e-TOL.nl within 72 hours.

Current toll-road overview
The Netherlands has no general motorway toll for cars. The motorway network (~3,000 km of A-roads) and the entire national main road system are tax-funded and free at the point of use. In 2026 only three specific infrastructure projects charge fees, all in the south-west of the country.
The big news of late 2024: the Westerscheldetunnel (Zeeland, 6.6 km undersea tunnel on the N62) became free for passenger cars after more than 20 years of tolls. Only buses (Category 3) and trucks (Category 4) still pay. The toll plaza remains operational but the barrier rises automatically for Category 1, 2 and 5 vehicles.
The Kiltunnel between Dordrecht and ‘s-Gravendeel (N217) is unchanged: €2.00 for cars (€1.45 with prepaid Telecard), €5.00 for larger vehicles. Cash and contactless payment both work at the booth.
The newest item is the Blankenburgtunnel / Maasdeltatunnel on the A24, opened in 2024 as part of the Blankenburgverbinding between the A20 at Vlaardingen and the A15 at Rozenburg, west of Rotterdam. It uses electronic tolling (e-TOL) with ANPR cameras: no booth, you pay within 72 hours via e-TOL.nl or via a parking-app provider. €1.57 for cars and motorbikes up to 3500 kg (EVs up to 4250 kg), €9.13 for trucks.
| Tunnel or route | Car (Category 1) | Larger vehicle | Payment |
|---|---|---|---|
| Westerscheldetunnel (N62) | €0.00 | €18.20 (Cat 3) / €25.00 (Cat 4) | Booth: cash, card, contactless |
| Kiltunnel (N217) | €2.00 (€1.45 Telecard) | €5.00 (€3.80 Telecard) | Booth: cash, card, contactless |
| Blankenburgtunnel A24 (Maasdeltatunnel) | €1.57 | €9.13 | e-TOL.nl within 72 h, ANPR camera |
| All other motorways and main roads | Free | Free | No toll, no vignette |
There is no vignette and no border tolls with Belgium or Germany. For heavy goods vehicles a national kilometre-based charge (Vrachtwagenheffing) went live on 1 July 2026 on motorways and some main roads, replacing the former Eurovignet. Passenger cars, motorcycles and campers under 3.5 t are not affected.
The Westerscheldetunnel: what changed in 2024
The Westerscheldetunnel is a 6.6 km under-water tunnel connecting Zeeland (Terneuzen) to Zeelandse Vlaanderen (Ellewoutsdijk), opened in 2003. For 20+ years it charged €5-6 per car crossing, generating tunnel-maintenance revenue.
From end-2024 the toll for passenger cars was abolished. The Dutch government took over maintenance financing directly from the general road budget. Category-by-category 2026 rates:
| Category | Description | Tariff 2026 |
|---|---|---|
| Category 1 | Passenger car up to 2.30 m height | €0.00 |
| Category 2 | Passenger car with caravan | €0.00 |
| Category 5 | Motorbike | €0.00 |
| Category 3 | Small trucks, buses, campers over 3.5 t | €18.20 |
| Category 4 | Large trucks over 12 t | €25.00 |
The toll plaza remains physically present at both tunnel entrances but the barrier for Category 1/2/5 rises automatically as you approach. Category 3/4 vehicles still stop at the booth and pay. This category-based enforcement is Europe-wide (Vienna Convention).
Practical implications for foreign visitors: if you drive a car or motorbike to Zeeland, the tunnel is free to use. If you have a camper over 3.5 t GVW, expect the Cat 3 tariff. Alternative route via free A58/A12 through Antwerp adds about 60-90 minutes if you want to avoid the Cat 3 fee.
Kiltunnel: €2.00 shortcut
The Kiltunnel is a 1.7 km under-water tunnel connecting Dordrecht to ‘s-Gravendeel (near Rotterdam south), operating since 1977. Operator BAT (Beheer Autotunnel Kiltunnel).
Tariffs 2026:
- Passenger car / motorbike under 2.30 m: €2.00 cash, €1.45 with Telecard
- Vehicle over 2.30 m (van, small truck): €5.00 cash, €3.80 Telecard
- Bicycle and pedestrian: free
The Telecard is a prepaid RFID card aimed at regular commuters. €20 upfront deposit (refundable when returned). Get one online at kiltunnel.nl. For a holiday crossing, the €2.00 cash payment is simplest.
Alternative: the free A15/A16 route through Rotterdam takes about 10 minutes longer during off-peak, up to 30 minutes longer at rush hour. For a €2.00 saving, most people just take the free route. Kiltunnel is popular during Rotterdam Ring congestion when the extra time saved is worth the toll.
Blankenburgtunnel: €1.57 electronic tolling
The Blankenburgtunnel (officially Maasdeltatunnel) opened in 2024 as part of the A24 Blankenburgverbinding, a new motorway link between the A20 at Vlaardingen and the A15 at Rozenburg. It shortens the Rotterdam south-west corridor and relieves the congested A15 harbour route.
Unique feature: no toll booth. The tunnel uses ANPR (Automatic Number Plate Recognition) cameras that photograph every vehicle. Payment happens electronically within 72 hours via:
- Pre-registered: link your licence plate + credit card at e-TOL.nl before crossing. Automatic billing after each pass
- Manual online: pay at e-TOL.nl within 72 hours using your plate and pass timestamp
- Parking-app provider: automated payment via partnered services (Yellowbrick, ParkMobile)
- Late: €25 administrative surcharge invoiced to the vehicle owner
Tariffs 2026:
| Vehicle category | Tariff |
|---|---|
| Passenger car / motorbike up to 3500 kg | €1.57 |
| EV passenger car / motorbike up to 4250 kg | €1.57 |
| Trucks and heavy EVs over 4250 kg | €9.13 |
Alternative: continue on the A15 Rotterdam harbour route free. Adds about 15-20 minutes off-peak, 30-45 minutes during rush hour. For a €1.57 saving, most drivers use the free A15 unless the Blankenburgtunnel materially saves them time.
Payment methods
Westerscheldetunnel and Kiltunnel use traditional toll plazas. Both accept contactless card (Visa, Mastercard, Maestro, Apple Pay, Google Pay) without PIN, plus cash in euros (banknotes up to €50 at Kiltunnel). The Kiltunnel Telecard offers a ~25 percent discount and suits regular commuters; for a holiday crossing the standard €2.00 cash payment is fine.
Blankenburgtunnel uses ANPR cameras: no booth, you keep driving and pay afterwards. Three options: (1) link your licence plate in advance via e-TOL.nl with a credit or debit card so charges are billed automatically, (2) pay manually online within 72 hours via e-TOL.nl, or (3) use a partnered parking-app provider that pays on your behalf. Miss the 72-hour window and you receive a late-fee invoice at your home address.
Dutch tolls do not integrate with European Electronic Toll Service (EETS). Belgian OBU, French Liber-t, Italian Telepass, and Austrian GO-Box do not work at Dutch tolls. Foreign plates get the same tariff as Dutch plates.
HGV distance charge (Vrachtwagenheffing, since 1 July 2026)
Since 1 July 2026 the Netherlands charges a truck-only kilometre charge (N2/N3 vehicles over 3.5 t), replacing the former Eurovignet. Rates run from about €0.022 to €0.425 per km depending on weight and CO₂/Euro class, paid via a mandatory on-board unit (OBU) registered at the RDW. This does not affect passenger cars, motorcycles or campers under 3.5 t: nothing changes for holiday traffic.
Foreign drivers: practical guide
EU/EFTA driving licences are valid. Non-EU drivers benefit from an International Driving Permit (IDP). No vignette purchase required. At the Kiltunnel and Westerscheldetunnel booths foreign credit and debit cards work without trouble. For the Blankenburgtunnel, foreign drivers should ideally register a credit card at e-TOL.nl before crossing; otherwise a paper invoice will be sent to the registered owner’s address abroad, with administration fees. Traffic in and out of Belgium and Germany has no border controls or fees.
Practical tips summary:
- No vignette needed. Drive freely on all A-roads
- Small budget for tolls: unless you cross Kiltunnel or Blankenburgtunnel, budget €0 for tolls
- Payment at booth: cash or card. Contactless is fastest
- Blankenburgtunnel: pre-register at e-TOL.nl if you plan to cross more than once
- Campers over 3.5 t: expect Cat 3 tariff at Westerscheldetunnel (€18.20)
- No European transponder works at Dutch tolls. Belgian OBU, French Liber-t, Italian Telepass, Austrian GO-Box all incompatible
- Foreign plates: same tariff as Dutch. No surcharge, no discount
