The Spanish EV market in 2026
Spain is a fast-growing but mid-maturity EV market. Battery-electric cars now make up about 14% of new sales (2025 figure), up from 6% in 2023, driven by the Plan MOVES III subsidy program (up to €7,000 off a new BEV plus a wallbox grant), the ZBE low-emission zone expansion in Madrid, Barcelona, Valencia and Sevilla, and a fast-growing kerbside network in major cities.
About 320,000 BEVs and 290,000 PHEVs are on the road. The government’s Plan MOVES III targets 250,000 public charge points by 2028. Today there are about 80,000 publicly accessible points, broken down as:
- 73,500 AC chargers (Type 2, 3-22 kW), most kerbside or in shopping-centre parking
- 4,500 DC fast chargers (50-150 kW)
- 1,800 ultra-rapid HPC (150-350 kW)
- 7 hydrogen filling stations
Where the network is densest
For EV roadtrip planning, Spain divides into three coverage tiers:
- Tier 1 (densest): Madrid, Barcelona, Valencia, Mediterranean coast (AP-7), and the AVE rail corridors. Average 30-50 km between HPC sites.
- Tier 2 (good): Sevilla, Bilbao, San Sebastian, Zaragoza, Malaga, A-2/A-3/A-4 axes from Madrid. Average 60-90 km between HPC.
- Tier 3 (thinner): A-66 Ruta de la Plata, inner Castilla y Leon, rural Galicia, Extremadura, the Pyrenees backroads. Up to 120-150 km between fast chargers in places.
Strategy for a visitor: any trip along AP-7 or A-2 is trivial. Trips through Tier 3 areas need planning: add Iberdrola Public + Tesla apps before departure, route via A Better Route Planner.
Major networks
| Network | Sites | Connector mix | Typical tariff |
|---|---|---|---|
| Iberdrola Public | 10,000+ | AC + DC + HPC | €0.39 AC, €0.55 DC |
| Endesa X Way | 6,500+ | AC + DC + HPC | €0.45 AC, €0.59 DC |
| Repsol Flexicharge | 3,000+ | DC + HPC at gas stations | €0.55-0.65 |
| Tesla Supercharger | 65+ | CCS (open to non-Tesla) | €0.48-0.55 (non-Tesla) |
| Ionity | 28+ | Ultra-rapid CCS | €0.79 (no sub) |
| Wenea | 4,000+ | AC + DC roaming | €0.49 AC, €0.59 DC |
| Powerdot | 1,500+ | DC at retail parks | €0.45-0.59 |
| BP Pulse (Iberica) | 500+ | DC + HPC | €0.59-0.69 |
Iberdrola is the clear network leader with the broadest AC kerbside footprint and an aggressive DC expansion. Endesa X Way is second. Repsol is converting petrol stations into multi-energy hubs along motorways.
Payment methods
Four routes, all valid:
- Contactless credit/debit card at the terminal. Mandatory under EU AFIR since April 2024 on every new charger above 50 kW. Visa, Mastercard, AMEX, Apple Pay, Google Pay all work.
- Operator app: Iberdrola Public, Endesa X Way, Tesla, Repsol Wayylet, Powerdot. Live availability + payment + history.
- Roaming RFID card: EnBW mobility+, Plugsurfing, Chargemap Pass, Shell Recharge, Octopus Electroverse. One card across operators at the issuer’s pricing.
- Ad-hoc QR code: scan, pay via webform. About 0.05-0.10 €/kWh more than app pricing.
For a 1-2 week visit, the simplest combo is your home roaming card (EnBW mobility+ for German visitors, Octopus Electroverse for UK visitors) plus contactless credit card as backup. Add the free Iberdrola Public app to bypass the surcharges at the largest national network.
Cost: EV vs ICE in Spain
Comparison for a typical 600 km trip in a Hyundai IONIQ 5 (78 kWh battery, real-world 18 kWh/100km) vs a comparable petrol crossover (real-world 7.5 l/100km at 1.61 €/litre):
| Charging strategy | Energy needed | Cost | Per km |
|---|---|---|---|
| Home overnight (off-peak €0.12) | 108 kWh | €12.96 | €0.022 |
| AC kerbside Iberdrola (€0.39) | 108 kWh | €42.12 | €0.070 |
| DC fast 80% of charge (€0.55) | 86.4 kWh | €47.52 | €0.079 |
| HPC Ionity (€0.79) | 108 kWh | €85.32 | €0.142 |
| Tesla SC non-Tesla (€0.52) | 108 kWh | €56.16 | €0.094 |
| Petrol (1.61 €/l) | 45 l | €72.45 | €0.121 |
At those figures: even using HPC Ionity exclusively, the BEV is roughly cost-neutral with petrol on a long trip; with Tesla SC or DC fast Iberdrola the BEV is 25-35% cheaper per km. With home or AC kerbside the gap is 4-5x in favour of the EV.
The tariffs and the pump price in this table are the figures reviewed on 2026-05-30; both move, so read the ranking rather than the absolute amounts.
Roaming apps explained
Iberdrola Public
The free app from Spain’s largest network. Works at 10,000+ Iberdrola points across all coverage tiers, no subscription needed. Pricing: 0.39 €/kWh AC, 0.55 €/kWh DC, 0.69 €/kWh HPC. Plan MOVES III price-capped chargers display the lower tariff in the app. Best for any visitor planning more than one Iberdrola stop.
Tesla app for non-Tesla owners
Since 2023, Tesla SC sites in Spain accept any CCS2 car via the Tesla app. Coverage is dense on AP-7 and A-2, and growing in Andalusia. Tariff: 0.48-0.55 €/kWh, depending on time of day. The cheapest mid-day rates are at sites near solar farms (Tesla Megapacks).
EnBW mobility+
Most flexible card for German and Austrian visitors. 5.99 €/month gets you AC €0.45 + DC €0.49 + HPC €0.59 across the whole EU including 90% of Spanish operators. Works at Iberdrola, Endesa X Way, Wenea, Ionity (no surcharge) and most Powerdot sites. RFID card or in-app authentication.
Repsol Wayylet
Repsol’s loyalty + payment app. 0.55 €/kWh at Flexicharge sites for non-members. Members of the Waylet programme get 0.45 €/kWh and cashback on petrol too: useful if you also fill up an ICE rental in Spain.
Electromaps
Spanish community-based app showing live availability, photos and user reviews of nearly every charge point in the country. Indispensable for Tier 3 areas where official network apps disagree about availability.
Plugsurfing / Shell Recharge / Octopus Electroverse
European roaming aggregators. All work across Iberdrola, Endesa X Way, Wenea, Ionity, Tesla and Powerdot. Tariffs vary by underlying operator. Best for visitors who already hold one of these cards from a previous trip.

- Shopping centres: El Corte Ingles, Carrefour, Mercadona and Alcampo malls increasingly host Wenea, Powerdot or Iberdrola sites. Often free for customers with a minimum purchase.
Winter and summer charging in Spain
Spain has a wider temperature range than most EV markets. Summer DC speeds can throttle in Andalusia and Extremadura when ambient is above 38C: HPC sessions may drop from 250 kW peak to 150 kW once the cell temperature climbs. Pre-condition the battery via the navigation route planner and park in shade when possible.
Winter is mild in coastal areas (rare below 0C) but inner Castilla, the Pyrenees and the northern plateau can see -5 to -15C nights. Cold-soak EVs take 5-10 minutes longer at the HPC for the same SoC gain. Heat the battery via the nav route preconditioning before arriving at a fast charger.
Charging speeds by car
Approximate peak DC fast charging speeds at a 350 kW HPC station for typical 2024-2026 models:
| Car | Peak kW | 10-80% time |
|---|---|---|
| Porsche Taycan | 270 | 18 min |
| Hyundai IONIQ 5/6, Kia EV6 | 235 | 18 min |
| Mercedes EQS | 200 | 22 min |
| BMW iX | 195 | 22 min |
| Tesla Model 3 LR | 250 | 20 min |
| Tesla Model Y | 170 | 28 min |
| VW ID.4/ID.5, Audi Q4 e-tron | 170 | 28 min |
| Cupra Born / VW ID.3 | 135 | 32 min |
| Renault Megane E-Tech | 130 | 32 min |
| Mini Cooper SE | 70 | 35 min |
Many older EVs (2018-2019) are capped at 50 kW even at HPC sites. Check your car’s owner manual.
Practical tips for visiting EV drivers
- Install Iberdrola Public + EnBW mobility+ + Tesla before crossing the border. Together these cover 95% of Spanish HPC sites.
- Use A Better Route Planner (ABRP) or Google Maps EV routing for any trip over 200 km, especially through Tier 3 regions.
- Bring your own Type 2 cable for kerbside charging.
- Contactless credit card is your fallback at every newer station (mandatory by EU law since April 2024).
- Spanish electricity is cheap; if your hotel has an AC charger, use it overnight rather than fast charging next morning.
- ZBE access in Madrid, Barcelona, Valencia and Sevilla requires the distintivo ambiental: BEVs get the 0 emissions sticker and are always allowed in.
- Tesla Superchargers are open to all CCS2 cars in Spain since 2023.
