Spain Low-Emission Zones 2026: Madrid Central, Barcelona

Spain ZBE guide: how Madrid Central, Barcelona ZBE Rondas, Valencia and 150+ cities work. DGT environmental labels, foreign-plate registration, fine schedule.

⚡ Short answer

Spain: ZBE (Zonas de Bajas Emisiones) camera-enforced in 150+ cities. Biggest: Madrid Central, Madrid 360, Barcelona ZBE Rondas, Valencia, Seville. DGT labels (Cero/Eco/C/B/A) decide access. Foreign plates: register online per city before entering. Fines €200.

Why Spain has so many ZBEs in 2026

Until 2018 Spain had no low-emission zones outside Madrid Centro. The change came with the Ley 7/2021 de cambio climático y transición energética (Climate Change and Energy Transition Act), which mandates that every Spanish municipality of over 50,000 inhabitants implement a Zona de Bajas Emisiones. Around 150 ZBEs operate in 2026 with another 50+ scheduled.

The legal driver is a mix of EU air-quality compliance (Madrid and Barcelona repeatedly exceeded the EU NO2 limit until 2020), local political will, and EU Next Generation funding tied to municipal climate plans.

For a foreign visitor with a non-Spanish plate, the ZBE landscape in 2026 is fragmented: there is no nationwide registry yet, every city runs its own portal, fines accumulate quickly, and tourists are the easiest enforcement target because their plates do not (yet) carry a DGT environmental label.

The DGT environmental label (Distintivo Ambiental)

Spanish-registered vehicles display a circular DGT sticker on the inside of the windscreen showing their emissions class. The label is permanent for the life of the vehicle (it is tied to the chassis number) and is the basis for all ZBE access decisions.

LabelColourVehiclesTypical ZBE access

EcoHalf green-half blueNon-plug-in hybrid, CNG, LPG, plug-in hybrid (range <40 km)Full access in most ZBEs
CGreenPetrol from 2006 (Euro 4+), diesel from 2014 (Euro 6)Restricted in Madrid Central, allowed elsewhere
BYellowPetrol 2000-2005 (Euro 3), diesel 2006-2013 (Euro 4-5)Restricted in Madrid Central + Barcelona ZBE, sometimes daytime only
A (no label)n/aPetrol pre-2000, diesel pre-2006Banned from most ZBEs

The label is free for Spanish-registered cars; obtain at any Correos post office or DGT office with vehicle papers.

For foreign-registered vehicles, the DGT label is not issued automatically. Instead, each city assigns an equivalent category based on the Euro emission standard noted in your V5/Carte Grise/Fahrzeugschein, when you register your plate.

Madrid: Central and 360

Madrid runs the most complex Spanish ZBE structure: the inner Madrid Central (formerly Madrid Distrito Central) and the wider Madrid 360.

Madrid Central

Area: roughly the 1 km² inside the historic city walls, bounded approximately by Calle Alcalá, Gran Vía, Calle de Bailén, Plaza Mayor, Atocha. Covers Sol, Gran Vía, Cibeles, Retiro entrance, Lavapiés, Chueca, Malasaña.

Enforcement: ~115 cameras on the inner ring, 24/7. Cameras read every entering plate and check against the access whitelist.

Restrictions (2026):

  • Cero and Eco labels: free entry, free parking
  • C label: enter only if resident, hotel reservation, or paying the daily fee (€2.50)
  • B label: as C, daily fee €5
  • A label (no label): banned, exceptions for emergency, disabled and historic vehicles

Foreign plates: register on madrid360.es to declare your Euro standard. After approval (5-15 working days) you can enter without the camera triggering a fine.

Madrid 360

Area: the entire city of Madrid (~600 km²), bounded by the M-40 outer orbital. Includes residential districts (Chamartín, Salamanca, Carabanchel) and the new Manzanares riverside parks.

Restrictions (2026):

  • Cero, Eco, C, B: free entry
  • A label: banned for non-residents since 2024; banned even for residents from 2025

If you are passing through Madrid (e.g. driving Madrid-airport to Toledo) you are in Madrid 360. As long as your car is A-or-better Euro standard, you are fine, but cars over ~25 years old (made before 2000-ish for petrol, before 2006 for diesel) are blocked.

Madrid practical advice

  • Park outside the M-30 if possible; use the Metro for the historic centre.
  • Madrid 360 park-and-ride lots at Avenida de America, Plaza Castilla, Mendez Alvaro: secure, 1-2 €/day, with Metro connection.
  • If you must enter the centre, register your plate at madrid360.es at least 2 weeks before arrival.
  • ZBE enforcement applies 24/7; not just office hours.

Barcelona ZBE Rondas

Area: roughly 95 km² inside the two ring motorways B-10 (Ronda Litoral, coast) and B-20 (Ronda de Dalt, mountain). Covers the entire city of Barcelona, Hospitalet, Cornellà, Esplugues, Sant Adrià del Besòs and parts of Sant Just Desvern.

Restrictions (2026):

  • Working days 7:00-20:00: A-label and pre-Euro vehicles banned
  • Weekends and overnight: no restriction
  • Truck restrictions: A and B banned 7:00-20:00 working days
  • B-label passenger cars (petrol Euro 3, diesel Euro 4-5): in 2026 restricted only on NO2 air-alert days (Decret Generalitat 132/2024, a handful of days per year). Structural B-label passenger ban from 1 January 2028.
  • Historical pause: ZBE Rondas was temporarily suspended from 22 January to 16 March 2026 during the Rodalies rail crisis (ajuntament.barcelona 2026).

Enforcement: ~200 cameras on all access points. Plate registered to a Barcelona resident at the Euro-standard 4+ is fine; foreign plates need to register at zbe.barcelona.

Barcelona practical advice

  • Cars older than ~2000-2006 should not enter the city centre on weekdays; use Metro park-and-ride at Fontana, Penitents, Maria Cristina.
  • Foreign-plate registration: zbe.barcelona, upload V5, €0 fee, processing 5-10 days.
  • Day-pass for tourists with A-label: €5-10 per day available; check 48h ahead.
  • Sunday and bank-holiday entry is unrestricted, regardless of label.

Valencia ZBE

Area: roughly the historic and Ensanche zones inside the Ronda Nord, approximately 6 km².

Restrictions (2026):

  • A-label banned 24/7
  • B-label: restricted from 2027
  • Foreign plates: register at the ParquetuValencia portal

Enforcement: cameras at all access points to the central zone since 2023.

Sevilla ZBE

Area: the historic centre roughly inside the Avenida de la Constitución / Avenida Menéndez Pelayo / Avenida Cardenal Bueno Monreal triangle.

Restrictions (2026):

  • A-label banned
  • B-label allowed with limit on hours
  • Tourist day-pass available

How to register a foreign plate

The procedure is per-city but the steps are similar:

  1. Identify which ZBE(s) you will enter. If you are touring Madrid + Barcelona + Valencia, register for all three.
  2. Find each city’s portal (madrid360.es, zbe.barcelona, ParquetuValencia, etc.). Most have an English version.
  3. Create an account with email, name and passport number.
  4. Upload your V5/Carte Grise/Fahrzeugschein showing chassis number, plate, Euro emission standard, fuel type.
  5. Pay any verification fee (typically €5-15; Madrid free for resident-equivalent, Barcelona free, Valencia €5).
  6. Wait 5-15 working days for approval.
  7. Receive confirmation email with your assigned DGT-equivalent label. This is now in the camera whitelist; you can enter.

Note: Madrid 360 and Madrid Central are two separate registrations. Madrid Central additionally requires you to register the specific dates you will enter, or to use the tourist day-pass.

Camera enforcement: how it works

Each ZBE has automatic plate-reading cameras at every entry road. The cameras photograph all entering plates and check against the whitelist:

  • Resident plates with valid label: ignore
  • Foreign plates registered with valid equivalent label: ignore
  • Foreign plates not registered: fine triggered
  • Domestic plates with insufficient label for the zone: fine triggered

The fine notice is issued to:

  • Spanish residents: to the registered address
  • Foreign residents: through Cross-Border Enforcement (CBE) to your home address, 6-9 months later

Each entry (each camera trigger) is a separate fine in most cities; some cities collapse multiple entries on the same calendar day into one fine.

Fines and discounts

ItemAmount
ZBE entry without authorisation, full fine€200
Pay within 20 days, 50% discount€100
Repeat offences (same day): in some citiesone fine; in others, per entry
Demerit points0 (administrative only)
Driver age penaltynone, applies to vehicle owner

The 50% discount works the same as for speed fines: pay within 20 days, waive the right to appeal, receive the half-rate settlement. Most foreign tourists take the discount.

For unpaid ZBE fines, the procedure is similar to other traffic fines: see our Spain traffic fines guide.

Equivalent cars to DGT label

If your home country uses Euro emission standard, the conversion to DGT labels for ZBE purposes is:

Your vehicleDGT equivalent
EV (battery electric)Cero
Plug-in hybrid, range >40 kmCero
Hydrogen fuel cellCero
Plug-in hybrid, range <40 kmEco
Hybrid (non-plug-in)Eco
LPG bi-fuelEco
CNGEco
Petrol Euro 4 or newer (from 2006)C
Diesel Euro 6 (from 2014)C
Petrol Euro 3 (2000-2005)B
Diesel Euro 4-5 (2006-2013)B
Petrol Euro 2 or older (pre-2000)A (or no label)
Diesel Euro 3 or older (pre-2006)A (or no label)

When you register at the city portal you upload your V5 showing the Euro standard and the system assigns the equivalent DGT class.

Camper vans and motorhomes

Motorhomes are subject to the same ZBE rules as cars but with two practical differences:

  • Most Spanish ZBE camera systems do not block motorhomes specifically for camping (they cannot tell from a plate); the rule is the same Euro-standard check
  • However, parking a motorhome inside a ZBE is heavily restricted; use designated áreas de autocaravanas outside the ZBE
  • Older motorhomes (pre-2006 diesel) are banned from most ZBEs; consider an older campervan tour staying at coastal towns with no ZBE

Practical tips for foreign drivers

  • Plan ZBE registration 2-3 weeks before your trip: processing is slow.
  • Park-and-ride at ZBE boundary in Madrid (M-40 ring), Barcelona (B-10/B-20 Rondas), Valencia (Ronda Nord); secure parking + Metro into centre is usually faster than driving in.
  • If you live in a Madrid hotel, the hotel can request an access permit for your dates of stay; ask at booking.
  • Weekend and holiday entry to most ZBEs is unrestricted; if your trip is purely weekend, no registration needed.
  • Take screenshots of your registration confirmation; have it accessible offline in case of police query.
  • The DGT app lets you check whether a Spanish-registered car has a valid label; not yet integrated for foreign plates.
  • If you receive an unexpected ZBE fine 6 months after your trip, do not ignore it; pay within 20 days for the 50% discount.

Future of Spanish ZBEs (2026-2028)

  • 50+ additional ZBEs are mandated to come online by end of 2026; most are in the 50,000-100,000 population band (Algeciras, Burgos, León, Cáceres)
  • Madrid, Barcelona and Valencia are scheduled to tighten restrictions (B-label banned in Madrid Central from 2026, in Barcelona ZBE from 2027)
  • A nationwide foreign-plate registry is in consultation, scheduled to launch 2027-2028; once live, you will register once and the data is shared across all Spanish ZBEs

Frequently asked questions

140?". Het antwoord eronder gebruikt set:html om dezelfde reden. De inhoud komt uit onze eigen content-collectie, niet van bezoekers. --> What is a Spanish ZBE and where do they exist?
A Zona de Bajas Emisiones (ZBE) is a city-centre area where access is restricted based on vehicle emissions. By law (Ley 7/2021 de cambio climático), every Spanish municipality of over 50,000 inhabitants must implement one. By mid-2026 around 150 ZBEs are operational with another 50+ scheduled. Biggest in traffic-density terms: Madrid Central (1 km² historic centre), Madrid 360 (full city, milder limits), Barcelona ZBE Rondas (95 km² inside the Rondas ring), Valencia ZBE, Sevilla ZBE, plus Pamplona, Vitoria-Gasteiz, Zaragoza, Bilbao, Málaga, Granada, Córdoba, Palma de Mallorca.
140?". Het antwoord eronder gebruikt set:html om dezelfde reden. De inhoud komt uit onze eigen content-collectie, niet van bezoekers. --> Do I need a sticker like the French Crit'Air?
The Spanish equivalent is the DGT Distintivo Ambiental (environmental label): a circular sticker on the inside of the front windscreen showing your vehicle's emissions class. Five categories: Cero (blue, electric/plug-in hybrid), Eco (green-blue, hybrid/CNG/LPG), C (green, petrol from 2006 / diesel from 2014), B (yellow, petrol from 2000 / diesel from 2006), A (no label, older). Foreign-registered cars do not need the DGT label; instead, most cities offer plate-registration online and assign your vehicle an equivalent category based on Euro emission standard from your home V5/registration document.
140?". Het antwoord eronder gebruikt set:html om dezelfde reden. De inhoud komt uit onze eigen content-collectie, niet van bezoekers. --> How do I register my foreign plate to enter Madrid Central or Barcelona ZBE?
Each city runs its own portal because there is no national registry for foreign plates yet (planned for 2026-2027). Common procedure: (1) Visit the city's ZBE site (e.g. madrid360.es, zbe.barcelona), (2) Upload a scan of your V5/Carte Grise/Fahrzeugschein showing Euro emission standard, (3) Pay the verification fee (typically €5-15), (4) Wait 5-15 working days for approval, (5) Once approved you can enter the ZBE without triggering the camera fine. Some cities offer a temporary day-pass for tourists at higher cost.
140?". Het antwoord eronder gebruikt set:html om dezelfde reden. De inhoud komt uit onze eigen content-collectie, niet van bezoekers. --> What is the difference between Madrid Central and Madrid 360?
Madrid Central (formerly "Madrid Distrito Central") is the strictest area: roughly the 1 km² historic city centre inside the original M-30 walls. Only DGT Cero and Eco labels can enter without restriction; B and C labels need pre-registration and pay a daily fee. Madrid 360 is the larger zone (the entire city of Madrid, ~600 km²) with milder restrictions: A-label vehicles are restricted (no entry from 2024 if non-resident; from 2025 even resident A-labels are blocked). Most foreign-plate visitors to Madrid for a weekend trip cross Madrid 360 (residential, parking) and possibly Madrid Central (Sol, Gran Vía, Retiro area).
140?". Het antwoord eronder gebruikt set:html om dezelfde reden. De inhoud komt uit onze eigen content-collectie, niet van bezoekers. --> What is the fine for entering a Spanish ZBE without authorisation?
€200 per entry (€100 with the 50% early-payment discount within 20 days). The fine is administrative, no demerit points. Repeat entries on the same calendar day count as one fine in most cities. Foreign plates: the city posts the fine to your home address via Cross-Border Enforcement (CBE) within 6-9 months. Cumulative unpaid ZBE fines from a long Spanish trip can amount to thousands of euros; the practical advice is to either register before entering or use park-and-ride at the ZBE boundary.
